Tournament Description
- The Utah Futsal State Cup is open to all teams.
- Games will be played in brackets of three to eight teams per age group.
- Each team is guaranteed at least three games.
- Salt Lake teams will begin play on Friday at 4pm.
- Finals will be played on Saturday evening.
- Maximum roster size will be twelve (12).
- Awards will be presented to teams finishing in first and second place.

Tournament Referees
The Utah Futsal Cup will host top quality referees from US Soccer/Futsal. As is customary with Futsal Tournaments, preliminary games will be officiated with one official, timekeeper and final games with two officials, and a timekeeper.

- Refunds will be made to teams not accepted.

Mandatory Coach Meeting
Mandatory Check in must now be done before your first game. Team Managers or Coaches (only) come early. There are no places to "warm up" so don't have your players and parents come an 1/2 an hour early to your games.
Please bring current player identification cards (UYSA) (outdoor soccer player passes are welcomed) and your player release forms.
Coaches or Team Representative please bring a copy of each player’s Birth Certificate and photo if you do not have a UYSA player's card, a UYSA players card is proof of birth date so that is all you will need with the Release Waiver to check the players in. You must have the cards with you to prove the age of your players, or your Birth Certifactes will be kept on file to verify each players age, and the Coach/Team Manager is responsible for picking them up after your team has been eliminated from the tournament.

South Towne Expo has free parking lot, and the University of Utah does as well after 6pm Friday and all day Saturday.

Entry Fee
There will be Entry Fee to attend the tournament as a spectator at the South Towne Expo to help with the cost of the leased space there. The U of U does not have as much overhead so no entry fee there.

RULES OF PLAY:
FIFA Futsal Laws for the game shall apply as modified by Utah Futsal Association as described herein:
DURATION OF GAMES, TIMEOUTS, OVERTIME, AND BALL SIZE
- Divisions U-9 to U-12:
Game time for pool play is two 20 minutes halves, size 3 Futsal ball.
Each team is allowed 1 time out, per half if you used your time out before the overtime period you are not allowed another timeout.
Final Game is 20 Minute halves, 2 five minute halves of overtime.
Goal Keepers are not permitted to Dropkick, or Punt the ball. The GK also may not throw the ball over their half way line with out it touching their side of the court or touching a player on their side of the court, before it enters the other side of the court first.
- Divisions U-13 to U-19:
Game time for pool play is two 20 minutes halves, size 4 Futsal ball.
Each team is allowed 1 time out, per half if you used your time out before the overtime period you are not allowed another time out.

- Divisions Open Men’s, Women’s, and Over 35:
Their game time for pool play is two 20 minutes halves, size 4 Futsal ball.
Each team is allowed 1 time out, per halve if you used your time out before the overtime period you are not allowed another timeout.
Final Game is two 20 Minute halves, 2 five minute halves of overtime.
All preliminary games (pool play) will be terminated not less than 5 minutes prior to the scheduled start of the next game regardless of the amount of time played in each half up to that point.
A game is complete upon the completion of one half of play regardless of the circumstances of termination during the second half, with final results based on the score at termination. A preliminary game can end in a tie. Semi-final and final games that are tied after a regulation will play two 5 minute overtimes if a tie still exists, Kicks from the penalty mark will determine the winner.
REGISTERED PLAYERS
Each team is allowed a max of 12 players per team. Once a team has checked in their team with a tournament official which will be before the teams first game, their roster is set and no more players can be added to their roster. (No double rostering in the same age group). A player may play up on another team, but never can play down.
HALF-TIME
Half time for all games will be exactly 3 minutes.
CHECK-IN
The court monitors or Referee will check in each team with player cards 15 minutes prior to the scheduled game. Failure of a team to report within 5 min of a schedule game will be considered a forfeit by that team.
SUBSTITUTIONS
Will be allowed in all age groups according to FIFA rules.
PLAYERS’ EQUIPMENT
It will be at the Referees’ discretion to allow a player wearing an orthopedic cast or hard brace. Shin guards are mandatory for all players.
COACHING
All coaches have total responsibility for the conduct of their players, substitutes, friends and spectators at all times. Coaching from the sidelines (giving directions to one’s own team on points of strategy and position) is permitted provided:
- No mechanical devices are used.
- The tone of voice is instructive and not derogatory.
- No coach, player, or specter uses profanity or incites, in any manner, or disruptive behavior.
CAUTIONS AND EJECTIONS
A player or coach receiving two Cautions (yellow card) in a single game is considered to have been given an Ejection (red card) for the purpose of awarding points for the tournament competition. A player who has been ejected shall not be allowed to participate in the next scheduled game. Any player or coach who assaults a referee or tournament official will be expelled from the tournament. The tournament committee will eject players, coaches, or spectators from the tournament for any inappropriate behavior.
SUSPENDED GAMES
The referee can suspend or terminate a game for misconduct or safety concerns regarding court conditions.
INJURY AND /OR DELAY
Any conditions resulting in delays of the game may cause shortening of the game in order to maintain the tournament schedule.
DETERMINING WINNERS
Teams will be awarded points in pool play as follows:
- Three (3) points for each win.
- One (1) Points for each tie.
- Zero (0) points for each lost.
- Forfeit will be scored as a 5-0 game.
TIE-BREAKER
In the event of a tie at the end of pool play, the winner will be determined in the order as follows:
- The winner in Head-to-Head competition (where applicable).
- Goal Differential (Up to plus 7 or minus 7 goal per game.)
- Most goals scored
- Fewest goals allowed.
- Most total wins.
- Most shut-outs.
- If a tie still exists after steps 1 through 5, Flip a coin.
HOME TEAM
The home team will be the team listed first on the game schedule. The home team will be required to switch to alternate jerseys to accommodate a color conflict as declared by the referee. All teams must have alternate jerseys.
FORFEITS
A team that fails to report ready to play within 5 min of the scheduled kick-off time will forfeit the game, 5-0. A forfeit will be scored as a 5-0 game.
Should a team withdraw from the competition after it has played some, but not all, groups games, the tournament Committee may at its sole discretion deem all group games scheduled for that team as forfeits, to maintain competitve fairness. In no case shall a team that forfiets qualify for any playoff rounds or championships. Abandoned games will be reviewed on a case-by-case basis by the tournament committee. All determinations by the Tournament Committee are final.
AT THE END OF EACH GAME
THE COACH OR ASSISTANT COACH MUST SIGN THE GAME SHEET. The score indicated on the game sheet cannot be disputed after it is turned over to the Court Monitor.
PROTESTS
No protests will be allowed or considered.
DISPUTES
All disputes shall be settled by the Tournament Director or his\hers designee and the final decision shall be final.
